In the wake of Hurricane Helene, which swept through South Carolina in September 2024, countless families are still reeling from the loss of not just their homes but also the essential food supplies that so many of us take for granted. It’s a tough time for many, and this is where some good news comes in for those affected.
On November 1, the U.S. Department of Agriculture (USDA) rolled out its support, approving 28 counties in South Carolina for the Disaster Supplemental Nutrition Assistance Program (DSNAP). This program is designed to help folks who have experienced devastating effects due to the hurricane, especially when it comes to food loss. Under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, eligible families can get much-needed assistance during this crisis.
So, what is DSNAP exactly? Well, eligible residents will receive benefits through an electronic debit-like card, which they can use at authorized SNAP retailers to buy food items. But, it’s important to note that just losing food doesn’t automatically qualify residents for these benefits. Eligibility is based on more specific criteria.
To be considered for DSNAP, residents of the affected counties need to meet specific income guidelines. They might qualify if they saw any damage to their homes or lost income due to the hurricane’s impact. Temporary housing expenses and costs related to home and business repairs are also factors that could help residents qualify. So, if you’re feeling overwhelmed, the best course of action is to gather necessary documents like proof of identity, your address, and income, along with evidence of damages linked to the storm.
Excitingly, due to the high number of people potentially eligible for assistance, South Carolina’s Department of Social Services (DSS) is breaking down the implementation into two phases. If you reside in one of the Phase Two counties and meet the income guidelines, you may just be in luck!
Important reminder for residents: Pre-registration for assistance is happening online until Thursday. So, hop on your computer, and fill out as much information as you can. This includes your county, date of birth, contact details, and even a photo of your South Carolina driver’s license or ID. The more details you provide, the better!
Telephone interviews for pre-registered households in those Phase Two counties will commence on Monday, Nov. 18, and run through Thursday, Nov. 21. If online pre-registration isn’t an option for you, in-person events will be available from Dec. 2 to Dec. 6. This gives everyone multiple ways to access critical help during this challenging time.
If you’re already a current SNAP recipient, it’s worth mentioning that you won’t be able to apply for DSNAP. However, don’t lose hope just yet! You may still receive a disaster supplement if your monthly benefits fall below the maximum amount given your household size. And don’t forget, SNAP recipients in specific impacted counties should have seen a supplement on their EBT cards as of Nov. 13.
